This article describes the main types of partner relationships in the Microsoft Cloud Solution Provider (CSP) program. It also describes various supported use cases, benefits, and transaction scenarios for CSP program partners.
As a CSP partner, you can go beyond reselling licenses and become more involved in your customers' business. The CSP program puts partners at the center of the customer relationship. This leads to a deeper bond with your customers, an inside view of a customer's business, and the chance to discover new sales opportunities. It can even help you accelerate your clients' digital transformation.
Being a member of the CSP program also means you can take advantage of additional revenue streams. You can do this by integrating Microsoft (own) offers and third-party offers into your own value-added services. This broadens your business portfolio and better positions you to meet growing customer demands.
Types of Partner Relationships in the CSP Program
As a CSP partner, you can choose how you want to interact with Microsoft and others. The CSP program currently supports three main types of transactional relationships:
- indirect providers
- indirect resellers
- direct billing partner
indirect providers(also known as resellers) buy their own and third-party offerings on the Microsoft Marketplace. As an indirect provider, you can purchase these offers and integrate them into your own existing merchant or marketplace. This allows your indirect resellers to get these offers and resell them to their own customers. Being an indirect provider means that you have the infrastructure and resources to support large-scale indirect resellers. It also means that you can offer additional services to customers on behalf of your indirect resellers, such as B. Customer Support and Billing. indirect resellersare partners in the CSP program that vary in size and scope of business, but do not have a direct billing relationship with Microsoft. As an indirect reseller, you are dependent on indirect providers for transactions in the CSP program. Some indirect resellers may also offer managed services, support, and billing solutions to customers. You can get many benefits from partnering with indirect providers. Working with experienced technology providers allows you to go to market without major capital investment. direct billing partnerare partners with a direct billing relationship with Microsoft. As a direct bill partner, you can buy your own and third-party offers directly from Microsoft Marketplace and then sell them to your customers. The direct bill partner role requires that you meet certain programmatic requirements. This includes the ability to integrate with Microsoft using APIs. CSP Program Requirements: Microsoft Signing Partner Agreement (MPA)
As part of the ongoing improvements to the Cloud Solution Provider program, we are updating existing agreements for partners who want to participate in the CSP program.
OMicrosoft-Partnervereinbarung (MPA)offers partners a simplified digital agreement that supports new business scenarios, reduces the need for multiple partner agreements, and makes it easier to comply with global regulatory requirements.
Important
Starting February 1, 2020, the Microsoft Partner Agreement must be signed by all partners transacting under the CSP program. This includes indirect providers, direct billing partners, and indirect resellers.
An indirect reseller must sign the MPA before engaging in the following activities:
- Before an indirect provider can associate the indirect reseller partner ID with a new CSP subscription
- Before an indirect provider can do new business with that reseller
In fact, indirect resellers must do three things before starting a new business in the Cloud Solution Provider program:
- Partner Center Integration
- Register as an indirect reseller
- Sign the Microsoft Partner Agreement (MPA)

Supported Partner Transactions in the CSP Program
CSP partners have many opportunities to work together. The following section describes how some example partner scenarios may or may not be supported by the CSP program.
Example scenario 1:What if a partner wants to sell to the customer, own the end-to-end relationship, and be responsible for billing and customer support?
This scenario is supported by two types of transactional relationships:
- Relationship 1:Microsoft sells to direct billing partner. The direct billing partner sells to the end customer.
- Relationship 2:Microsoft sells to the indirect provider. The indirect provider then sells to the indirect reseller. The indirect reseller then sells to the end customer.
Example scenario 2:What if a partner has a customer who needs a specific service or solution offered by another CSP partner?
The end customer can purchase different services from different partners based on the customer's business needs. For more information, seeSupport from multiple partners.
Example scenario 3:What happens when a partner contacts a customer who wants to hire them to manage and support their subscriptions?
The client can hire various partners to manage their subscriptions. For more information, seemultichannel support.
Example scenario 4:What if a CSP partner (either an indirect provider, indirect reseller, or direct billing partner) wants to purchase Microsoft or third-party offerings for their own use (as an end customer)? Can the partner purchase these offers from another CSP partner?
The partner can purchase as a customer of an indirect reseller or a direct billing partner. However, to do this, they must use a different tenant than the one used for the CSP.
In this case, the services purchased from the partner must be provided to a lessee identified as a customer type (an internal use only lessee). such servicescan notdeployed on the partner's existing CSP tenant (the tenant used by the partner in the Cloud Solution Provider program).
Example scenario 5:What if a CSP partner wants to sell themselves as an end customer?
CSP Program Contractors may not sell Microsoft or third-party offerings to themselves (as end customers) or to their affiliated organizations (as end customers).
Scenario example 6:What happens if an indirect reseller wants to buy as an end customer?
Certain Indirect Resellers may wish to license their own use of an Indirect Provider in the CSP Program. For this scenario, the indirect reseller organization may have already established an indirect provider-indirect reseller relationship. This prevents the partner from establishing a new type of relationship as an end customer with the same indirect provider.
In this case, the indirect reseller can use one of the following options:
Option 1:Partners can set up another Azure AD tenant, which is a separate environment for their customers.
Option 2:The Indirect Reseller may terminate the relationship with an Indirect Provider and establish a new CSP relationship with a different Indirect Provider. This allows the indirect reseller to purchase subscriptions for their company's own use from another CSP direct billing partner.
